Safety Assessment Report for Cosmetics in China

According to the 2021 Technical Guidelines for Safety Assessment of Cosmetics, it is the responsibility of cosmetic registrants and filers to ensure that their products undergo proper safety assessments. These assessments can be carried out either by the companies themselves or through authorized professional organizations. Starting in 2022, it became mandatory to submit a safety assessment report when registering or filing cosmetic products. Until May 1, 2025, a simplified version of the report will be accepted.

On April 22, 2024, China’s National Medical Products Administration (NMPA) issued a notice about changes in the management of cosmetic safety assessments. The new measures confirm that registrants and filers can still submit simplified safety reports that align with the 2021 guidelines until May 1, 2025.

Who Can Perform Safety Assessments?

  1. Safety assessors must have a strong background in areas like medicine, pharmacy, biology, chemistry, or toxicology, and at least five years of relevant professional experience. They should understand the production process and the required safety control measures for cosmetics or cosmetic ingredients.
  2. They should be capable of reviewing chemical and toxicological literature, analyzing and interpreting data with a scientific approach.
  3. Safety assessors must evaluate product safety fairly and impartially, relying on comprehensive data analysis and exposure conditions. They are accountable for the scientific validity, accuracy, and reliability of the assessment report.
  4. Regular professional training is required to stay updated with new safety assessment theories and techniques.
  5. All safety data must be retained for a minimum of 10 years after the final batch of products is no longer on the market. A valid safety assessment report is required for waiving animal testing for regular cosmetics.
