China Cosmetic Ingredient Safety Information Code Application

In 2020, the updated Cosmetics Supervision and Administration Regulations (CSAR) introduced new procedures for registering and filing cosmetic ingredients that are not included in the official Inventory of Existing Cosmetic Ingredients in China (IECIC 2021). “New” cosmetic ingredients refer to raw materials—whether natural or synthetic—that are used in cosmetic products for the first time in China.
Manufacturers of cosmetic ingredients are required to provide detailed safety and quality data for their products. Once this data is submitted, ingredient suppliers can supply their safety codes to registrants or responsible domestic parties in China. These parties will use the safety codes to link the relevant data to their final product formulas.
Cosmetic ingredient manufacturers can apply to open user rights for submitting this data via the NMPA service platform by submitting the Record Enterprise Information Form along with supporting evidence of ingredient safety and quality.
Both domestic and foreign cosmetic ingredient manufacturers can report this information themselves or authorize a responsible domestic entity to handle the submission and maintenance of this data on their behalf.

Post-Market Surveillance Guidelines
Once registered or filed, the safety monitoring process for new cosmetic ingredients will begin. The safety monitoring period is 3 years from the first use of the ingredient in a cosmetic product. During this period, registrants and filers are allowed to use the ingredients in the production of cosmetics.
After the 3-year monitoring period, the NMPA will review the safety data. If no issues arise, the ingredient will be added to the IECIC list. If there are safety concerns, the registration or filing will be revoked.
